The applicant has applied for a Solid Waste Management permit to increase the capacity of its sludge composting operation from 140 to 230 tons per year. The proposed system is a containerized system and will completely replace the existing aerated static pile method currently in operation. The area to be used for the proposed composting operation is the same area currently used for the existing operation. The proposed increase in sludge composting capacity is largely attributable to expansion of the Northgate sewage treatment facility from 500,000 gpd to 800,000 gpd to handle the sanitary wastewater flow of Sewer Districts 7 and 7A.

The Department has made a tentative determination to approve this application for a new

permit for an existing discharge of varying amounts of non-detergent washwater from highway maintenance equipment into Castle Creek, a Class C waterbody, from the applicant's facility known as the NYSDOT Region 9 Maintenance Sub-Headquarters, NYS Route 11, Castle Creek. The Department has made a tentative determination to approve this application for a new permit for an existing discharge of up to 7,500 gallons per day of sanitary wastewater into the groundwater from Loums Mobile Home Park. There are currently 20 mobile homes conntected to 5 septic systems with leach fields. Each system is designed to handle 1,500 gallons per day. The mobile home park is located approximately 1300' northeast of the Ninevah Bridge. The facility address is 2111 East Windsor Road and the mobile home

Anaren Microwave has a 114,000 square foot building expansion proposed with accompaning drive and parking areas. This constrution disturbane will affect 1.72 acres of New York State freshwater wetland SYE-13. In order to mitigate for the proposed impacts, Anaren has proposed to create 1.86 acres of wetland to compensate for the impacts to the wetland. Aneran has also proposed to create an additional 1.52 acres of open water to offset the filling of .77acres of open ponds and stone lined ditch. All mitigation is proposed to be located on-site. Aneran Microwave is located at 6635 Kirkville Road in the Town of DeWitt County of Onondaga.

The Scriba Consolidated Water District proposes to increase the maximum daily permitted transmission from the City of Oswego to serve the District from an existing permitted rate of 8.813 million gallons per day (MGD) to 15 MGD, a 6.187 MGD increase, primarily to supply the proposed Heritage Station project. Pending is the City of Oswego's permit for the increased taking and treatment of 5.6 MGD of water from Lake Ontario (DEC permit #7-3512-00050/3).
