The Department has received a Title V application from the Blue Circle Cement Plant located at Route 9W, Town of Coeymans, Albany County. The facility owner is Blue Circle Cement located at Two Parkway Center, 1800 Parkway Place, Suite 1200, Marietta, Georgia 30067. The facility is a manufacturer of Portland Cement and includes a quarry and barge loading unit. The facility has two cement kilns that are controlled by electrostatic precipitators (ESPs).

A draft permit and application is available for review at the Region 4 office. The contact person is Thomas P. Haley. Comments will be received for 30 days from the date of this notice. If comments are received which raise significant issues or provide additional relevant information, the Department may modify the Draft Title V Facility Permit.

In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Fill an area 15 feet X 300 feet adjacent to Wetland A-4 for a driveway north of Sopak Rd. Town of Taghkanic , Columbia County

The applicant proposes to stabilize the bank of Dry Brook by placing heavy stone rip rap along approximately 400 feet of streambank and to remove logs and other woody debris that have been deposited by flood waters. Project is located on Dry Brook Road south of George Road.

The applicant proposes a water system improvement project which includes rehabilitation of the existing village water treatment facility, reconstruction of a portion of the village water distribution system, and installation of a new 175 gpm well for public water supply to provide reserve capacity to the existing system. Proposed well is located off East Main Street within the Village of Richmondville.
