The proposed work consists of electrical conduit encased in a concrete vault which measures approximately 2 feet by 3 feet. The duct bank installation is located between the Shenandoah substation and Building 323 and is proposed to provide improved electrical capacity for chip manufacturing operations within Building 323 at the IBM East Fishkill facility. The applicant proposes to modify portions of Freshwater Wetland PV-51, Class II, and the 100 foot adjacent area in order to construct a veterinary medicine hospital. Activities proposed within the Freshwater Wetland include construction of a force main sewer pipe and a rip-rap apron for a stormwater outfall. Activities proposed within the adjacent area include construction of a veterinary hospital with paved parking area, septic system with pump station, force main sewer pipe and other components, and installation of a water supply well and drainage improvements. The total area of disturbance to the wetland is 0.13-acre; the total area of disturbance to the adjacent area is 0.94-acre. Construction of the force main involves crossing an unnamed tributary to Wappinger Creek, Class Bt. DEC Permit No. 3-1356-00203/00001, Protection of Waters for Stream Disturbance, was issued on September 15, 2000 for the stream crossing component of this project. The project is located on the northeastern corner of the intersection of Airport Drive and New Hackensack Road (NYS Route 376) in the Town of Wappinger, Dutchess County.
