New York City County - The New York City School Construction Authority, as lead agency has determined that the proposed P.S./I.S. 194, Bronx - New School will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice. The action involves construction of a new public elementary and intermediate school, with a capacity of 991 seats. The project is located at 1301-59 Zerega Avenue, Bronx, New York.
The conditions are:
The SCA will submit a Phase 1A report to the New York State Office of Parks, Recreation and Historic Preservation for review and comment. If necessary, the School Construction Authority will develop, in consultation with the Office of Parks, Recreation and Historic Preservation, a plan for the documentation and retrieval of archeological resources.
The SCA will petition the NYC Department of Transportation to adjust traffic signal phasing at the intersection of Zerega and Westchester Avenue to give more green time to the northbound/southbound Zerega Avenue phase.
The SCA, in coordination with DEC, will develop and implement appropriate site remediation measures, in compliance with all applicable city, state and federal regulations and requirements, to ensure that exposure to hazardous materials will not occur during or after construction of the school.

New York City County - The City Planning Commission, as lead agency, has determined that the proposed La Guardia Hampton Inn will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30-day public comment period commencing with the date of this notice. The action involves an increase in floor area on the site to a maximum FAR of 1.8, to allow the as-of-right development of a new eleven-story, 220-room hotel. The project is located at 104-04 Ditmars Boulevard in the East Elmhurst Section of Queens in a C4-2 zoning district.
The conditions are:
To ensure an acceptable interior noise environment, the proposed hotel use must provide a closed window condition with a minumum 35 dBA window/wall attenuation to maintain an interior noise level of 45 dBA. In order to maintain a closed-window condition, an alternate means of ventilation includes, but is not limited to, central air conditioning or air conditioning sleeves containing air conditioners.
To prevent possible excessive exposure of construction workers to hazardous compounds, the applicant shall prepare and submit a Health and Safety Plan (HASP) for the protection of construction workers to the Department of Environmental Protection (DEP) for review and approval before commencement of construction.
The applicant will ensure that areas within the project boundaries that will remain unpaved after construction will be covered by a minimum of one foot of clean fill.

Public Hearing
New York City County - The City Planning Commission, as lead agency, will be conducting a public hearing on the DEIS for the West 57th Street rezoning. The hearing will be held at City Hall, 2nd floor public hearing room at 10:00 a.m. Comments are requested on the DEIS and will be accepted until ten days after the close of the public hearing. The action involves an amendment to the City's zoning map and a request for special permits that would allow the development of the full block bounded by West 57th and West 58th Streets, Eleventh and Twelfth Avenues, on Manhattan's west side.
