Project Description: The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Pierce & Stevens Chemical Corporation facility located at 710 Ohio Street. The plant manufactures a broad array of adhesives and specialty coatings for sale to the construction, electronics, automotive building and fabricating industries. This Air State Facility permit only allows the construction and operation of three new mixing vessels, designated M-210, M-211, & M-212. Previous permitting of other facility emissions remains in force. The potential-to-emit volatile organic compounds (VOCs) for the project is greater than 40 tons per year. This permit contains a project VOC emissions cap of 39 tons per year which caps the project below the applicability threshold of 6 NYCRR Part 231-2 - New Source Review in Non-attainment Areas and Ozone Transport Regions. The project's potential-to-emit total hazardous air pollutants (HAPs) and an individual HAP, dichloromethane, is greater than 25 tons per year and 10 tons per year, respectively, which surpass the major facility applicability thresholds of 6 NYCRR Subpart 201-6. This permit contains a project total HAP emissions cap of 24 tons and a project dichloromethane emissions cap of 9.9 tons per year. These emission limitations cap the project below the applicability threshold of 40 CFR 63.40, Subpart B - Case-by-Case Maximum Achievable Control Technology (MACT). A Title V Air Facility Permit Application has been submitted and the Draft Title V Permit will include the requirements associated with this project. The Application and Draft Permit are available for review and comment at the Region 9 Office of the New York State Department of Environmental Conservation. |
