NOTICE OF SCOPING SESSION RELATING TO
PREPARATION OF A DRAFT EIS PURSUANT TO THE
STATE ENVIRONMENTAL QUALITY REVIEW ACT (SEQRA) Garrison Golf Club Proposed Planned Development District
Philipstown, New York
In accordance with Article 8 (State Environmental Quality Review Act) of the Environmental Conservation Law and pursuant to Part 617 of the regulations implementing such Article 8, a Draft Environmental Impact Statement (DEIS) will be prepared by the applicant and submitted to the Town of Philipstown Town Board as Lead Agency for the proposed action described below. A public scoping session relative to issues to be considered for inclusion in the DEIS will be held on Wednesday, January 24, 2001, at 7:30 PM at Town Hall, 238 Main Street, Cold Spring, New York 10516.
Written comments on the proposed scope of work for the DEIS will be accepted by the Town Board until February 2, 2001. A draft scoping document is available for review at Town Hall.
Name and Location of Action: Garrison Golf Club Planned Development District and related permit approvals; vicinity of Route 9 and Snake Hill Road, Garrison, New York.
Description of Action: The applicant, Garrison Golf Club, LLC, proposes to map a Planned Development District (PDD) on properties owned and currently supporting the Garrison Golf Club. The project site currently supports an 18-hole golf club with banquet facilities, a bar and grill, and a caretaker’s cottage.
The proposed Planned Development District would allow certain uses within the underlying single-family residential R-80 district, including a restaurant, banquet meeting facility, use of the restaurant and banquet facility for meetings, seminars and similar functions, overnight lodging, and a health club spa.
Description of the Proposed Action: The Planned Development District (PDD) is proposed on 200.6 acres. The proposed Planned Development District would overlay the entire site and would permit the following :
a Golf Club with 18 holes and appurtenances including a driving range, practice green, shower and locker rooms, golf bar & grill, pro shop, club administrative offices, cart storage facility, and banquet room capable of accommodating 120 guests; a banquet/meeting facility capable of accommodating up to 225 guests, including a pre-function room, a kitchen and terrace area; up to 40 overnight accommodation rooms; a 5,000 square foot spa facility including exercise rooms, swimming pool, treatment rooms, squash and racquetball courts, locker and shower rooms, and other necessary support facilities; and a 120-seat restaurant, also to be used for banquets and meetings.
Most proposed improvements would be confined to an 18.99-acre “Core Area”. Some improvements will be constructed before others.
SEQRA Classification: Type 1
Potential Environmental Impacts: A draft scoping document has been prepared and includes the following subject areas: geology, soils and topography; water resources and wetlands; land use, zoning and public policy; vehicular traffic and roadways; community services; and visual quality. Alternatives to the proposed action would also be reviewed.
