Project Description: The Department has received an application for a Title V Facility Air Permit from Foster Wheeler Development Corp. for their research and testing facility located at 5900 Rt. 36 in the Town of North Dansville, Livingston County. The company develops burners for industrial and electric utility size boilers that burn a variety of fuels such as coal, coke, char, biomass, and natural gas. The applicant has applied to add a number of fuel oils with various percentages of sulfur content as materials to be test burned. The applicant has proposed permit conditions that will limit or "cap" the facility's emissions of Sulfur Dioxide (SO2) below the thresholds for Federal Prevention of Significant Deterioration Program (PSD) and the emissions of Oxides of Nitrogen (NOx) below the threshold of 6 NYCRR Part 227-2, NOx RACT. In addition, the permit will contain a condition that will allow the facility to burn fuel with a maximum sulfur content of 6 pounds per million Btu for research purposes. This condition reflects the 6 NYCRR Part 225-1 variance previously issued to the facility. The applicant has agreed to maintain records that verify facility emissions during any consecutive 12 month period. The application, supporting documents and draft permit are available for review at the Region 8 Avon office. Comments must be received within the 30 day period ending on the last filing date indicated below. In addition, the Administrator of the US EPA has the authority to bar issuance of any Title V permit determined not to be in compliance with the Clean Air Act or 6 NYCRR Part 201. Following the 30 day comment period, the US EPA will have an additional 45 days to review the draft or modified draft permit. If the US EPA does not raise any objection in that time, the Department may issue the final draft permit as the Title V permit.

Project Description: The Department has received an application for an initial Tile V Air Facility permit for the construction and operation of a landfill gas recovery system at their municipal, sanitary landfill located at 3579 County Road 49 in the town of Seneca, Ontario County. The facility consists of two closed and one active landfills. The Title V Permit will include a compliance schedule for the completion of the design and construction of the collection and control system. Project Description: This publication will correct the release of a previous Notice of Complete Application for this project which was published on January 18, 2001 in the Corning Leader. The corrected text is underlined for identification, and the Notice now reads as follows: The Department has made a tentative determination to modify the short-term SPDES permit previously issued on September 20, 2000 for the testing of the subsurface injection wells at the Avoca Natural Gas Storage facility. The modification would extend the expiration date of the permit to October 1, 2001. The permittee has identified three limiting circumstances which have prompted this decision *Particulate matter discovered in the wellbores must be analyzed to determine if its removal is necessary prior to well testing; *More surface equipment than was anticipated was found to require repair or replacement before testing can begin, and; *Winter weather conditions have made use of the freshwater supply system difficult to operate without the risk of freezing, and subsequent damage to pumps and water supply lines. No changes to the project plans or the current SPDES permit conditions will result from this modification. Testing will be done by the injection of brine, with well pressures and volumes of brine being the major well parameters being monitored Each well will be tested individually to determine if the long-term disposal of the wells is sufficient to complete the construction and development of the ANGS facility as it was originally designed. Nominal flows during the test will be 200-300 gallons per minute. The total duration of the test is anticipated to be 23-24 days. A copy of the permit and testing plan is available at the DEC Region 8 office in Avon, and at the Avoca Town Hall. These Towns have excuted lease management agreements with the WCWSA. The sources of water supply for the average day demand in the service area will be the Town of Williamson's Lake Ontario source at 270,000. gallons per day(gpd) ,the Town of Ontario's Lake Ontario source at 900,000. gpd, the Monroe County Water Authority(MCWA) Lake Ontario source at 4,200,000. gpd, and the Village of Palmyra's Canandaigua Lake source at 65,000. gpd. The Canandaigua Lake source use has been previously authorized by NYS Environmental Conservation. The Villages of Macedon and Palmyra are not included in the proposed regional water supply permit. A draft permit is available for review. |
