Project Description:

The Department has received the applicants request for the mine site formerly held by Michael Chandler. The applicant requested a transfer of the permit in March, 1996. Due to outstanding issues at the site, the Department requested updated plans be submitted prior to any action by the Department. The applicant is currently conducting a composting operation within a portion of the site that will eventually be mined. The composting operation is subject to DEC regulations, but is exempt from the permitting requirements because the total quantity of material being composted annually is reported to be under 3,000 cubic yards. When the composting operation commenced several years ago, the Department received a number of complaints regarding odors from the operation. It is believed that the problems with the composting operation have been resolved since the Department has not received any complaints in the last couple of years. The most significant change in the mining plan is that an area within the mine site originally intended for recreational activities will be eliminated. The mining operation can be described as a sand and gravel operation above and below the water table. Mining will take place on 45 acres of a 61.5 acre site. At the conclusion of mining, a 34.8 acre pond will be created. Mining will be set back a minimum of 200' from the Susquehanna River and a minimum of 150' from Snake Creek. The mine site is located between the D & H railroad tracks and the Susquehanna River just to the east of Conklin Road and approximately 2000' south of the County Route 20 bridge over the Susquehanna River between Kirkwood and Conklin.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Project Description:

The Department has made a tentative determination to modify an existing permit to discharge varying amounts of stormwater and phosphate removal system wastewater to Tributary 5A of Onondaga Lake and steam trap condensate to groundwater. The permit has been modified to include new effluent limitations for mercury, phosphorus, chlorine and metals; and to require phosphorus and a mercury studies along with several other minor changes. The applicant's facility, the Onondaga Cogeneration Facility, is located at 300 Bridge Street in the Town of Geddes. A draft permit is available for review.

Project Description:

     The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 40,000 gallons per day of treated sanitary waste to the Beaver Meadow Brook.

     Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the NYSDEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person.

The Department has made a tentative determination to approve United Water Owego's application for a new permit for a proposed discharge of approximately 670 gallons per day of untreated process wastewater into the Susquehanna River from the applicant's facility located at Well #2, River Road, Village of Nichols (located at approximately the Western Corporate limit of the Village). The 670 gallon per day discharge is the result of monitoring the chlorination levels of the public water supply for the Village of Nichols.
