Project Description:

The applicant proposed to place fill in Fresh Water Wetland B-61 (Class III) and the adjacent area for the purpose of constructing an access driveway. The area of the wetland effected will be approximately 2,000 square feet or .05 acres. The area of the adjacent area to be effected will be approximately 12,500 square feet or .29 acres. Where the proposed driveway crosses an unnamed tributary of Gordon Creek (Class C) a 48 inch diameter culvert will be installed to allow for the exchange of water in the wetland.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Feb 9 2001.

Project is Located: Moreau, Saratoga County
Project Description:

Formation of Town of Moreau Water District #4, to provide potable drinking water in areas affected by groundwater contamination that are not served with municipal water, by extension of water mains from Moreau Water District #2. To facilitate water system improvements and future expansion, the Town of Moreau has selected Queensbury Consolidated Water District (QCWD) as the source of supply for existing Water Districts 2 and 3 and new Water District #4. Proposed interconnection with QCWD is via a 16 inch diameter water main across the Hudson River, to be buried in the river bottom (with approximately 2 feet of cover) and backfilled with excavated material. The crossing will interconnect piping on the south end of Big Boom Rd. in Queensbury with the pipe on Nolan Rd. in Moreau. Water main installation near Nolan Rd. involves 805 square feet of the adjacent area of Freshwater Wetland # GF-3 (class I). The project includes distribution mains along Nolan Rd. and in areas generally bounded by Rt. 9, William St., Bluebird Rd. and Ft. Edward Rd. Project includes a chlorination/control building to be located at the site of the Town of Moreau's existing storage tank on Nolan Rd. A 400,000 gallon water storage tank at Moreau Industrial Park is also proposed.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Moreau Town Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
