Project Description:
The Town of Coeymans is proposing to implement an annual maintenance dredging program to remove between 4,000 to 5,500 cubic yards of sediment per year in order to improve boating access. The project area is located behind the dike where Coeymans Creek empties into the Hudson River. All dredged material will be disposed of at the Papscanee Island disposal site, which is owned and operated by the State of New York Office of General Services.

Project Description: The Department has drafted a State Facility Permit Modification pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and has made a tentative determination to approve this modification for the Glens Falls Lehigh Cement Company (GFL) for their Lehigh Portland Cement Company Facility located on Route 9W, Town of Catskill, County of Greene. The applicant has proposed installing a new rotary drum dryer for the purpose of drying slag on site which they use to manufacture cement. They also propose to: 1)modify a roll press to allow slag or clinker to be fed to all three finish mills, and 2) convert raw mill #3 into a finish mill. The facility manufactures portland cement from clinker and slag. The slag will be transported to the facility by ship, offloaded into piles and temporarily stored at either their Alsen or Cementon docks and then trucked to the dryer. The rotary drum dryer will be equipped with 2 burners each rated at 32 MMBTU per hour which will fire number 2 fuel oil. The applicant has agreed to permit conditions limiting the hours of operation of the dryer, and storage silos to 1600 hours per year, and the finish mill containing the modified, roll press and mill #3, as well as the clinker hall to 675 hours per year, in order to cap their PM-10 emissions at 44,103 lbs/yr, which is below Prevention of Significant Deterioration (PSD) threshold limits. Based on these hours, emissions for the following contaminants will be: PM - 94,798 lbs/yr, Nitrogen Oxide - 55,937lbs/yr, Carbon Monoxide - 5,040lbs/yr, VOC - 416lbs/yr, and HAPs as Formaldehyde - 24lbs/yr. SO2 emissions will be also be limited below PSD thresholds for this modification, to 39.75 tons/yr. The applicant will be required to maintain records showing a 12 month rolling summation of SO2 calculated emissions below this limit. The permitee will be required to maintain records and report data to verify compliance with permit conditions and limits. By accepting these limitation, the facility will not be subject to the PSD provisions. The facility must meet the New Source Review provisions of 6NYCRR Part 231-2. The draft permit and application are available for review at the Region 4 Office. |
