Public Information Forum and Public Scoping Meeting

The New York State Department of Public Service (NYS DPS), Board on Electric Generation Siting and the Environment, will sponsor a public information forum to learn about the review process that will be followed in considering the proposal by Besicorp-Empire Development Company, LLC, to construct the Empire State Newsprint Project (ESNP). ESNP is a proposal to construct and operate an integrated facility consisting of a 510 Megawatt combined cycle electric generation facility and a recycled newsprint manufacturing facility. The proposed site is located within the BASF plant property in the City of Rensselaer. The forum will be held on Tuesday, January 30, 2001, from 7:00 PM to 9:00 PM at the City of Rensselaer Junior/Senior High School Auditorium, 555 Broadway, Rensselaer, NY.

In addition, the NYS DEC will hold a SEQRA Scoping Session to receive public comments on the issues and studies appropriate for the environmental impact assessment of the integrated ESNP facilities. The scoping session will be held on Tuesday, February 6, 2001, from 7:00 PM to 9:00 PM at the City of Rensselaer Junior/Senior High School Auditorium, 555 Broadway, Rensselaer, NY.

Negative Declaration

Rensselaer County - The Town Board of the Town of North Greenbush, as lead agency, has determined that the proposed Water District No. 12 will not have a significant adverse environmental impact. The action involves providing Municipal Water Service to Town of North Greenbush Residents with the installation of approximately 100,000 l.f. of 24 inch, 12 inch, 8 inch and 6 inch water pipe and appurtenances. The project is located in the Town of North Greenbush.
