Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Title V of the Clean Air Act Amendments, and made a tentative decision to approve this permit for the Quest International existing food products facility, located at 158 State Highway 320, Norwich, NY. This facility consists of three natural gas or number 2 oil fired boilers, digestion tanks, various dump stations, mixing tanks, product filters, evaporators, dryers, and a toluene recovery system, scrubber and fabric filters for air pollution control. Emissions from this facility are controlled in accordance with multiple State and Federal regulations. Additionally, the draft permit has enforceable conditions which limit (cap) the annual emissions of volatile organic compounds (VOCs) and sulfur dioxide emitted from the facility to below the applicability threshold of 6 NYCRR Part 212.10, and 40 CFR 52.21 respectively. The facility is required to maintain records which verify the facility's actual emissions of VOCs and sulfur dioxide, and report this data to the Department. In accordance with 6 NYCRR Parts 621.6(d)(9) and 201-6.1(c), the administrator of the EPA has authority to bar issuance of this permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC Region 7 sub-office, 1285 Fisher Avenue, Cortland, NY. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments.
