Project Description:

The applicant, New York City Parks and Recreation, is seeking authorization for a project for the restoration of Van Cortlandt Park Lake and access. Van Cortlandt Lake is located within Van Cortlandt park in the northeast section of the Bronx, NY.

The Lake has reached a eutrophic state in the final stages of succession and if allowed to decline at its present rate will continue to loose open water as the sediment loading continues. The intent of the project is to improve the water quality of VanCortlandt Park Lake by dredging the bottom to remove sediment . In addition, the eastern shoreline will be stabilized with erosion control devices, ie. native stone rip-rap walls. Sediment filtration units will be installed at direct highway runoff points with biofilter plantings to reduce future sediment problems. A one mile bikeway will be constructed over existing and proposed pathways to improve Lake access.

Approximately 40,500 yards of sediments from the bottom of VAn Vortlandt Park Lake will be removed via hydraulic dredging. Mechanical dewatering of dredge slurry will be accomplished via Belt Filter Press and Solid Bowl Centrifuge. Type A dredge sediments (+8,500 CY) will be be used to manufacture topsoil which will be used to reconstruct two soccer fields and adjacent land at the north end of the parade grounds in Van Cortlandt Park. Type A1 (+12,000 CY) dredge material will be used as fill for Park reconstruction projects to be determined by with prior approval fromNYS DEC. Type B sediments (+20,000 CY) will be trucked to a licensed landfill over approved commercial routes.

Extend wharf, strengthen an existing wharf and dredge material (90,000 cy) from the Arthur Kill, Borough of Staten Island with subsequent upland and in-water disposal. Approximately 800 cy of dredged material to be placed behind the new wharf bulkhead. 10,000 cy of resultant rock material to be disposed of at the the Atlantic Beach artificial reef site in NY waters. Remainder of material to be disposed of at the Bark Camp abondoned mine reclamation project in Huston Township, PA. If, for any reason, the Bark Camp project site cannot be utilized, the remaining material would be disposed in to the Newark Bay Confined Disposal Facility.
