Project Description: This is a revised Notice, for a revised Draft Title V Facility Permit. The original Notice, dated February 23, 2000, omitted references to emissions of sulfur dioxide, and listed equipment which has been removed from the facility. In response to an application and additional information submitted by Anchor Glass Container Corporation, the Department has prepared a revised Draft Title V Facility Permit for existing processes at the Anchor Glass Container Corporation - Elmira Facility, located at 1901 Grand Central Ave in the City of Elmira, Chemung County. The facility manufactures glass containers for beverage and food packaging, and has emission points exhausting 2 glass melting furnaces, 4 glass container forming lines, 4 vapor deposition coating lines, raw material unloading, weighing, transfer and mixing operations, inkjet printers to code containers, crushing operations for glass cullet, and equipment for recycling cardboard packaging materials. It meets the definition of a major stationary source, and is required to obtain a Title V Facility Permit as specified in 6 NYCRR Part 201-6, due to potential emissions in excess of the following Title V thresholds specified in 6 NYCRR Part 201-2 and Title V of the Clean Air Act: 100 tons per year each of: particulate matter less than 10 microns (PM-10); total particulates; sulfur dioxide (SO2); and oxides of nitrogen (NOx). The application and Draft Title V Facility Permit are available for review at the Region 8 NYSDEC office. If comments raise significant issues, the Department may hold a public hearing and/or modify the Draft Permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201.6.4(c)(1), the Administrator of EPA has the authority to bar issuance of any Title V Facility permit determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the comment period, EPA will have an additional 45 day period for review of the Proposed Title V Facility Permit, which is the Draft Permit with any modifications after public comment and/or hearing. If EPA does not raise an objection the Department may then issue the Title V Facility Permit. |

Project Description: As part of the second phase for the redevelopment of the property, the applicant proposes to grade and re-vegetate the "LaSalle's Landing Park" site to allow passive recreational opportunities. The site is at 1080 Empire Blvd. and adjacent to NYS Freshwater Wetland RE-1 (I) and Irondequoit Creek. The site has previously been disturbed from the removal of abandoned buildings. Future plans include the installation of a viewing platform and informational Kiosk and utilization of an existing boat ramp for car top boat launching. |
