Auburn Steel Company, Inc. located at 25 Quarry Road, Auburn, NY with a mailing address at PO Box 2008, Auburn, NY 13021 has submitted an application for a Title V Air Facility Permit. The Department has prepared a Draft Permit and made a tentative determination to approve this application. The application, draft permit, relevant supporting materials and Regulations are available for review during normal business hours at the DEC office provided in this Notice. The Draft Title V Permit for the Plant consists of an electric arc furnace and steel rolling mill that manufactures steel billets bars and stock for the construction trades. The Draft Permit also includes an increase production for the rolling mill from 425,000 tons per year to 475,000 tons per year. A PSD Non-Applicability determination for the increase in the production limit for the rolling mill has been made. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments.

     The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 6,000 gallons per day of treated sanitary waste to the Little Sodus Bay Trib.

The applicant proposes to replace the Cornell University Laboratory of Ornithology facilities with a new facility consisting of a new two story 83,000 square foot building, parking, etc. Approximately 1.4 acres of freshwater wetland TA-13 will be disturbed and 3 acres of new wetland created as mitigation. Project is located on Sapsucker Woods Road.
