The existing facility at 3424 Kossuth Avenue in Bronx, NY, is a 255-bed hospital which provides health care. The facility is subject to the provision of Title V for sulfur dioxide and is subject to 6NYCRR 225-1, 6NYCRR 227-1, 6NYCRR 227-2.4, 6NYCRR 27-2.6, 6NYCRR 212. The Application, Draft Permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments. Certification reports submitted by the facility are also available for review. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |

The existing facility located at 332 Hunts Point Avenue, Bronx, NY 10474, is an existing natural gas compressor station consisting of one 37 MMBtu/hr combustion turbine. The facility's emissions for nitrogen oxides exceed the major source pollutant threshold listed in 6NYCRR Subpart 201-6 and, therefore, the facility is subject to the provisions of Title V. The facility's emissions of nitrogen oxide are averaged with other facilties owned by Con Edison, as per a plan approved by the Department, to verify compliance with 6NYCRR Part 227-2.
