Project Description:

The applicant proposes a wetland restoration and enhancement project to improve wildlife habitat within 30 acres of previously converted agricultural land located in the Conewango Swamp Wildlife Management Area and State regulated wetland #RA-3. The project involves restoring the wetland by constructing a flow-around ditch plug, to create about 20 to 25 acres of shallow water emergent marsh. A complex of approximately six potholes with connecting level ditches will be excavated to create open-water areas for waterfowl habitat. Potholes will range in size from 10,000 square feet to 40,000 square feet. Some of the material excavated from the potholes will be used to construct the ditch plug. The remaining spoil material will be placed adjacent to the potholes and will be disked after it dries, reducing the mounds to less than one foot in height. The project is located on State-owned land, Conewango Swamp Wildlife Management Area, Swamp Road, Town of Conewango.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Jan 19 2001.

Project Description:

The applicant has proposed to continue mining a 3.6 acre addition to the "Merle Goot Gravel Mine", currently permitted for 6.6 acres. No changes in mine operating procedures and reclamation objective are proposed. Mining on the expansion area was previously started and the unauthorized activity was resolved by Order-on-Consent, on August 4, 2000. The Merle Goot Gravel Pit is located about 1,200 feet north of Barnard Road and 1,000 feet east of Barnum Road.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
