Project Description: The Department has prepared draft pages 2 and 3 of a draft modified SPDES Permit (SPDES #-0149209) and a 4-page Fact Sheet and has made a tentative determination to approve an application for a modification of the existing permit to expand the authorized discharge from the Tri-Municipal Wastewater Treatment Plant (WWTP) by 0.375 million gallons per day (MGD). This would increase the discharge limit from the current 2.4 MGD to the proposed 2.775 MGD for treated effluent discharged to the Hudson River. The purpose of the increase is to provide sewer service to portions of the Phase 3-A area of the Town of Wappinger. The Tri-Municipal plant is located on Sheafe Road in the Town of Poughkeepsie on the east bank of the Hudson River. In order to provide this expanded sewer service to portions of the Town of Wappinger, a new sewer force main would be constructed under Wappingers Creek immediately adjacent to the existing force main. However, the applicant will not disturb the bed or banks of Wappingers Creek because the applicant will use "directional boring" to stay well under the bed of the Creek . This activity has already been determined to be eligible for Nationwide Permit #12 from the US Army Corps of Engineers and thus is also eligible for DEC's Statewide 401 Water Quality Certification. |

Project Description: The Department has made a tentative determination to approve this application for a new permit for a surface discharge of 300 gallons per day (gpd) of treated industrial wastewater from an oil/water separator into a drainage ditch, Class D, tributary to Horse Pond Brook from vehicle maintenance operations at the Carmel Central School District Bus Garage. No vehicle washing with detergent is performed at this site; detergent will not be discharged to the drainage ditch. The project involves installation of an oil/water separator. The Carmel Central School District Bus Garage is located west of the intersection of Farmers Mill Road (County Route 42) and NYS Route 52 in the Town of Carmel, Putnam County. A draft permit is available for inspection and comment at the regional office.
