Project Description:

     The New York Power Authority (NYPA) proposes to construct and operate a new gas turbine facility, producing 47 megawatts of power. The facility will consist of one GE LM6000 gas turbine, which shall fire only natural gas and utilize a selective catalytic reduction unit to minimize emissions of oxides of nitrogen. The gas turbine shall operate as a simple cycle unit, employing a spray intercooling system to optimize power output. Other on-site equipment will include gas and air compressors, a cooling tower lube oil cooling system, water treatment and storage system, ammonia storage and injection system, raw water storage, and auxiliary electrical systems. The stack will be approximately 150 feet in height.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYPA
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Feb 2 2001.

Project Description:

The Department has made a tentative determination to approve an application for an existing facility located at 441 Tompkins Avenue, Richmond, Staten Island, which manufactures Organic Azo pigments for use as colorants in the ink, paint, plastic and cosmetic industries.The facility proposes to cap their emissions below 25 tons per year. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
