Negative Declaration

Broome County - Town Board of the Town of Maine, as lead agency, has determined that the proposed A Local Law Amending the Town of Maine Zoning Ordinance will not have a significant adverse environmental impact. The action is the Town of Maine local law which was presented to the Town Board of the Town of Maine on October 10, 2000 A Local Law Amending the Town of Maine Zoning Ordinance from Rural-Residential (R-R) District to Residential District R-1. The project is located on Death Valley Road, Eastwood Drive, Westwood Drive, Hunterís Crossing Road and Frederick Road in the Town of Maine.

Broome County - The Town of Chenango, as lead agency, has determined that the proposed Lowe's Home Center will not have a significant adverse environmental impact. The project involves the redevelopment and renovation of the Chenango Plaza by: demolition of the existing plaza; clean-up of the site and construction of a 138,656 sq. ft. Lowe's Home Center with a 23,700 sq. ft. garden center and parking; relocation of the HSBC Bank forward towards Front Street; and the enlargement of the existing building housing the T-Shirt shop. The project is located in the Town of Chenango.

Oswego County - The City of Oswego, as lead agency, has determined that the proposed City of Oswego Water Treatment Plant Improvements will not have a significant adverse environmental impact. A public comment period expires on Monday, January 15, 2001. The action involves improvements to the City of Oswego Water Treatment Plant to provide the capability to treat a maximum daily flow of 27 mgpd. The improvements required generally consist of the replacement of four raw water pumps, new clarification equipment within the existing filtration building, and the construction of a new water filter. The project is located in the City of Oswego and the Town of Scriba in Oswego County.

Tioga County - The Housing Trust Fund Corporation, as lead agency, has determined that the proposed Newark Valley Apartments will not have a significant adverse environmental impact. The apartments are being constructed for low income families. The project will consist of four, one-story buildings, with 18 total apartments made up of 10 one bedroom units and 8 two bedroom units, laundry facilities in all buildings and a separate building for storage units. There will be a children's recreation area and green space. The project will require connection to the municipal water system, as well as creation and construction of an on-site sanitary sewage system. Site work will include grading, excavation, connections to utilities, construction of on-site sewer system, construction of driveways and parking areas, finish grading and landscaping. Topsoil will be stockpiled and roof drainage will be placed in drywells.

Negative Declaration and Public Hearing

Broome County - The Town Board of the Town of Dickinson, as lead agency, has determined that the proposed Local Law entitled, "Mobile Home - Trailer Ordinance of the Town of Dickinson" will not have a significant adverse environmental impact. A public hearing on the proposed project will be held on January 8, 2001 at 5:30 p.m. at the Dickinson Town Hall, 842 Front Street, Binghamton, NY. Said Local Law establishes specific requirements and regulations governing the occupancy and maintenance of mobile homes, mobile home parks and travel trailer campgrounds within the Town of Dickinson. The project affects approximately 50 acres within the Town of Dickinson, Broome County.

Notice of Acceptance of Draft EIS and Notice of Public Hearing

Onondaga County - The City of Syracuse, as lead agency, has accepted a Draft EIS on the proposed Extension of Runway 10-28 at Syracuse Hancock International Airport. A public hearing on the draft EIS will be held on January 22, 2001 at 1:00 p.m. at the Syracuse Common Council Chambers, 314 City Hall, Syracuse, New York 13202. The proposed action is the extension of Runway 10-28, in an easterly direction at Syracuse Hancock International Airport by up to 2,000 feet. This proposed action is based on needs identified in a 1993 Airport Master Plan, an Airport Layout Plan, approved by the Federal Aviation Administration in 1996, and a July 1998 Feasibility Study. The general scope of activities associated with implementing the proposed runway extension includes acquiring property through purchase or easement acquisition, acquiring permits, and designing, constructing and operating the extended runway, taxiways, and associated areas. The project is located at Syracuse Hancock International Airport.

Onondaga County - The Town of Dewitt Planning Board, as lead agency, has accepted a Draft EIS on the proposed Collamer Business Park. A public hearing on the draft EIS will be held on January 11, 2001 at 7:15 p.m. at the Town of Dewitt Town Hall, 5400 Butternut Drive, Dewitt, NY. The action involves the development of manufacturing/office park facilities on approximately 200 acres of industrial land. The Park is to be developed in phases the first phase being the construction of a 117,200 sq. ft. manufacturing/office facility and supporting infrastructure. The project is located at the southeast corner of the intersection of Interstate Route 481 and Collamer road, north of the NYS Thruway (Route 90) Exit 34A in the Town of Dewitt.

Notice of Acceptance of Final EIS

Broome County - The Town Board of the Town of Dickinson, as lead agency, has accepted a final EIS on the proposed Manley's Mighty-Mart, LLC. The action involves the construction and operation of a convenience store and gas station by Manley's Mighty-Mart, LLC at 879-881 Front Street in the Town of Dickinson.
