Project Description:

The Department has received an application requesting an approval of a modification to the Title V Facility Permit for the applicant's facility located at 1525 Brooks Avenue in the Town of Gates, Monroe County. The facility manufactures specialty packaging systems primarily for the food industry, and consists of three Emission Units . The modification is associated with changes being made to emission sources associated with two of the three Emission Units, specifically Emission Units U-00002 and U-00003. Changes to Emission Unit U-00002 will include: removal of printing press 5 and installation of a new printing press 7; redirect parts washer emission to Catalytic Oxidizer 4 from Catalytic Oxidizer 2; and elimination of the OxyDry manufacturing process. Changes to Emission Unit U-00003 include: use of solvent-based adhesives on Laminator 2, Deck 1. The applicant has agreed to accept permit restrictions which will limit the increases in the potential to emit Volatile Organic Compounds (VOC), associated with these proposed changes, to below the significant emission threshold ( 40 tons per year) that would require these project to be subject to the regulatory requirements of new source review in nonattainment areas and ozone transport regions (6NYCRR Part 231-2). The draft permit includes permit conditions which restrict the operating times to 5600 hours per year for printing press 7 and the adhesive deck #1 of Laminator 2. The application, Draft Permit, supporting materials, and regulations are available for review at the Region 8 NYSDEC office. Written comments of support or objection must be filed at the Region 8 Office by the date indicated below. If comments raise significant issues, the Department may hold a public hearing and/or modify the Draft Permit. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c)(1), the Administrator of US Environmental Protection Agency (EPA) has the authority to bar issuance of any Title V Facility Permit determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. EPA will also have the opportunity to review the draft permit and any comments received during the public comment period. After EPA review, the Department may issue the modification to the Title V Facility Permit if EPA has raised no objection.

Project Description:

The applicant proposes to develop a 112 acre sand and gravel mine on a 313 acre parcel in the Town of Erwin, Steuben County. The mine will operate as a traditional surface excavation of sand and gravel by mechanical equipment standard for this type of mine. Mining will occur below the local water table utilizing a dragline. The excavated material will be washed, screened and crushed on site. Wash water will be directed to settling ponds and recirculated for use; no surface water discharges are proposed. Process dust will be managed by a wet spray system and haulage areas will be patrolled by a water truck. Final reclamation will restore the site to an open water recreational pond. Upland reclamation will include replacement of stockpiled topsoil and reseeding with an approved USDA NRCS seed mixture to stabilize banks. Unaffected land will remain agricultural or forested. The project is bounded on the north by Smith Hill Road, the east by the Cohocton River, and the south and west by a very steep wooded hillside. A draft Environmental Impact Statement has also been completed for the proposal and has been accepted for public review by the NYS DEC. Comments on the dEIS will be accepted until 31 January 2001. State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant operates the existing Taranwould Golf Course and proposes to expand the facility for a restaurant and catering facilities . This requires the development of a new wastewater disposal system with a design flow of 8912 gallons per day discharging treated effluent to a stream at the golf course that eventually flows to Ganaragua Creek. The surface discharge will meet intermittant stream flow conditions. The site is east of Hazel Lane, east of the Palmyra/Arcadia town line and 2000 feet east of the confluence of Red Creek and Ganargua Creek. A draft permit is available for review.
