Project Description:

This is a repeat of the Notice of Complete Application dated August 30, 2000. This notice is issued in congunction with a Notice of Legislative Hearing, located in the "SEQRA and Other" section of the ENB. The applicant proposes a new three story, 120 bed congregate care facility (Camelot Village) on a wooded 10.26 acre site, located on the south side of NYS Route 25,(Jericho Tpk) adjacent to Paumanok Drive, and the Walt Whitman High School. (SCTM # 0400-191-02-024) This facility includes construction of a Cromoglass subsurface denitrification system for on-site treatment of waste water. The Department has made a tentative determination to approve the system for treatment of 12,000 gallons per day of sanitary waste which will be discharged to groundwater. The proposed discharge is located within an area designated as a sole source aquifer. The South Huntington Water District has been identified as the public water purveyor located within 3 miles of the applicant's facility. A DRAFT Permit is currently on file. NYSDEC regulated Freshwater Wetlands (H-21) exist on the northern portion of the property adjacent to Route 25. The proposed building will be located more than 100 linear feet from the NYSDEC Freshwater wetland boundary, however, areas of clearing, as well as parking areas and access driveway will be constructed closer to the wetland. The access driveway will be located in a small upland area between the existing wetlands, and require installation of a culvert directly adjacent to NYS Route 25 to allow water flow between the two wetland areas. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
