The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application. The facility consists of the following sources of air emissions: a 727 mmBTU/hr Combustion Engineering boiler (Boiler No. 3), a 1816 mmBTU/hr Foster Wheeler boiler (Boiler No. 4), a 1986 mmBTU/hr Babcock & Wilcox boiler (Boiler No. 5), a fly ash management activity and a coal handling and processing activity. Boiler No. 3 fires No. 6 fuel and natural gas. Boilers No. 4 and No. 5 each fire natural gas, No. 6 fuel or coal and are equipped with Electrostatic Precipitators to control particulate emissions. All three boilers generate steam for electric production. The Standard Industrial Classification Code representative of this facility is 4911-Electric Services.
