Project Description: The Department has prepared a draft permit and intends to issue an initial Title V Facility Air Permit for the Seneca Energy Landfill Gas Recovery facility located adjacent to the Seneca Meadows Sanitary Landfill on Salcman Rd. in the town of Seneca Falls, Seneca County. The facility purchases landfill gas from the landfill to produce electrical energy that is then sold to local utilities. The facility is currently permitted to operate seven internal combustion engines (Emission Unit 1-Stage ) that generate 810 kilowatts of electricity apiece, and seven internal combustion engines (Emission Unit 2-Stage ) that generate 835 kilowatts of electricity apiece. The current State Facility permit contains permit conditions that limit or "cap" the facility's emissions of Oxides of Nitrogen (NOx) to 399,998 pounds per years, which is below the threshold for applicability of Part 231, New Source Review; and to limit the facility's emissions of Carbon Monoxide (CO) to 999,998 pounds per years which is below the applicability threshold for 40 CFR 52.21 Subpart A, Prevention of Significant Deterioration (PSD), of the Clean Air Act. These conditions will be carried over into the Title V permit. The applicant has agreed to maintain records that verify facility emissions of NOx and CO during any consecutive 12 month period. All required records must be maintained on site for a minimum of 5 years and made available to the Department upon request to verify compliance with permit conditions. The application, draft permit, supporting materials, and regulations are available for review at the Region 8 Avon office. Written comments of support or objection must be received within the 30 day comment period ending on the last filing date indicated. The Department may hold a public hearing and/or modify the draft permit based on significant or important information raised during the comment period. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c)(1), the Adminsitrator of the US EPA has the authority to bar issuance of any Title V permit determined not to be in compliance with the Clean Air Act of 6 NYCRR Part 201. Following the 30 day comment period, the US EPA will have an additional 45 days to review the draft or modified draft permit. If the US EPA does not raise any objection in that time, the Department may issue the final draft permit as the Title V permit. |

Project Description: The applicant has requested a modification to their wastewater discharge permit for their industrial facility which is used for the blending and storage of asphalt bitumuls and asphalt cement. Additional secondary containment has been constructed which results in an increased discharge of stormwater. In addition sanitary waste water now is directed to the village sewage system eliminating this subsurface discharge. The facility is located on the east side of the canal near Cole Road.
