Project Description:

Proposed closure of an inactive landfill at Saratoga Spa State Park. Under the closure plan, solid waste will be relocated from landfill edges that encroach into 0.08 acres of federal and state wetlands (Wetland S-25, class I) prior to construction of the landfill cap. Waste relocation involves temporary impacts to 0.24 acres of wetlands; there will be no permanent wetland fill. Post-construction cap limits will be a minimum of 5-10 feet from the wetland. The project is located at the southwest portion of the Park, 1/4 mile east of NYS Route 50.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: New York State Parks Recreation & Historic Preservation
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Dec 29 2000.

Project Description:

The Department has prepared a draft permit and made a tentative determination to approve the application for existing emission sources at the applicant's polyethylene and polypropylene extruded foam products manufacturing facility. The foam extrusion process involves the extrusion of molten polymers mixed with a blowing agent through an extrusion die to form various shaped profiles and sheets of foamed plastic. The released blowing agent is a Volatile Organic Compound (VOC) that is captured and exhausted to a thermal oxidizer for destruction. A portion of the blowing agent remains in the foam product and is released as an offgas over time, these emissions are exhausted without additional control. The facility is a major source of VOC emissions that are regulated by 6NYCRR Part 212 which requires the facility to acheive an overall control efficiency of 85%. Potential Hazardous Air Pollutant(HAP) emissions are capped at minor source levels. There are no other pollutants with major source level potential emissions. The application, draft permit and relevant materials are available for review at the Warrensburg DEC office. Comments of support or objection may be made by filing a written statement prior to the comment period deadline. The Department may schedule a public hearing based upon the nature and scope of issues raised. Hearing notices will contain instructions on filing for party status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c) the administrator of the United States Environmental Protection Agency has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
