Project Description:

The Department has made a tentative determination to approve this application for modification of a permit for an existing discharge of 3,200 gallons per day (gpd) of treated process wastewater into groundwater from two septic tank/leach field disposal systems at the applicant's facility located on NYS Route 11 in Ellenburg Depot. The applicant plans to construct an additional septic tank/leach field treatment system designed to treat 795 gpd of process water that will replace a holding tank currently serving a separate hide processing plant at this location. A draft permit (SPDES # NY-006 6834) has been prepared which lists the proposed new discharge point as Outfall # 3. The application and draft permit can be reviewed by making an appointment with the contact person.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

No further review in accordance with SHPA is required.

Project Description:

Tracy Materials Incorporated is proposing to expand mining and processing of sand and gravel from 108 acres to 141 acres of a 223 acre property. Mining would be conducted in 1 phase; the duration of which would be approximately 10 years. Unconsolidated materials would be excavated from the mining face in a continuous 20 foot high cut. The proposed expansion will utilize the existing crushing and screening facility to produce sand and gravel. An existing 1500 foot haul road would provide direct access to Windy Hill Road (Town of Easton). The excavated material will be drawn across Windy Hill Road to the location of the existing processing plant. The reclamation objective is to create land suitable for the resumption of agricultural activities and open space. Within the property held by Tracy Materials Incorporated there is presently an active sand and gravel mining operation (NYS DEC Permit # 5-5326-00020/00001).

Major expansion of mining operations to include a 190 acre rock quarrying site on a 1300 acre parcel of land owned or controlled entirely by the Applicant. Mining of consolidated rock would occur in a series of benches that would require the rock face to be drilled and blasted. Processing operations would include crushing and screening. The mining operation would have an anticipated life of 50-100 years.
