Project Location: 104 Ashburton Avenue, City of Yonkers, Westchester County

Project Description: Greyston Foundation and the NYSDEC have entered into a Voluntary Agreement to clean up contaminated soil and groundwater under the 104 Ashburton Avenue site to make it suitable for construction and operation of a bakery. A Remediation Work Plan has been reviewed by the NYSDEC and the New York State Department of Health (NYSDOH), and is being made available for public review and comment. The proposed remediation includes the removal of floating and sinking petroleum wastes, the installation of a vapor barrier and vapor extraction system beneath the new bakery, and the installation of a membrane cap over certain areas of contamination.

Comment Period: The project Work Plan is available for review at the document repositories listed below. Written comments on this action will be accepted for 30 days following the date of this notice. Written comments expressing objection or opposition to the project must explain the basis of that opposition and identify the specific grounds which could lead the Department to impose significant changes to the work plan. No formal response is made to comments received but, as a result of comments, the Department may re-evaluate and make revisions to the work plan.

Negative Declaration

Westchester County - The Planning Board of the City of White Plains, as lead agency, has determined that the proposed Lot A Birch Street (Eastern Lot) and Lot B Birch Street (Western Lot) will not have a significant adverse environmental impact. The action involves the construction of a single-family residential structure on an existing 19,952.7 square foot Lot 5 and an adjacent single-family residential structure on an existing 14,575 square foot Lot 4, which both contain environmentally sensitive features, steep slope and rock outcrop areas. The project is located in White Plains, New York.

Dutchess County - The State Education Department, as lead agency, has determined that the proposed Rhinebeck Central School District, Control No. 13-18-01-04-0-002-014 may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves additions and alterations to the existing school. The project is located on North Park Road, Rhinebeck, New York.

Notice of Acceptance of Draft EIS

Dutchess County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed addition/alterations to the Middle/High School in the Rhinebeck Central School District, SED Project No. 13-18-01-04-0-002-014. Comments are requested on the Draft EIS and will be accepted by the contact person until December 19, 2000. The action involves 97,000 square feet of new additions. The project is located on North Park Road in the Village of Rhinebeck.

Notice of Acceptance of Final EIS

Rockland County - The Sloatsburg Village Board of Trustees, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Highland Homes Residential Community. The action involves the zone change approval in connection with a proposal to construct 321 townhome units and related infrastructure, including a sewage treatment plant, on several parcels of vacant land. The project is located within the Village of Sloatsburg, Rockland County, New York.

Westchester County - The Town Board of the Town of North Castle and the Zoning Board of Appeals of the Town of Bedford has accepted a Final Environmental Impact Statement on the proposed Seven Springs Golf Course/Residential Development. A public hearing on the Final EIS will be held on Wednesday, December 13, 2000 at 8:00 p.m., at North Castle Town Hall, 15 Bedford Road, Armonk, New York, and Thursday, December 14, 2000 at 8:00 p.m., at Fox Lane Middle School - Little Theater, NYS Route 172, Bedford, New York. Written comments on the Final EIS will be accepted until December 31, 2000. The action involves the development of a 213-acre site as a private membership club which would include an 18-hole championship golf course with pro shop, putting green, practice range, and maintenance building; a clubhouse in the existing Seven Springs estate house with dining facilities, lounge areas, locker rooms and overnight suites accommodating up to twelve club members; a separate guest house in the existing Nonesuch estate house with overnight suites accommodating up to 12 club members, swimming pool and a tennis court; parking areas and appurtenant facilities; and the construction of one single family home. The project is located in the Towns of North Castle, Bedford and New Castle with access from Oregon Road in Bedford.

Public Scoping

Westchester County - The Village of Sleepy Hollow Planning Board, has scheduled a public scoping session for the preparation of a Draft Environmental Impact Statement by County House Road, LLC. The public scoping session will be held at 8:00 p.m. on December 4, 2000 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York 10591. The proposed action is the cluster subdivision plan approval for 11 lots on 11.9 acres of land located entirely within the Village of Sleepy Hollow.
