Project Description:

The applicant proposes to remove and replace 2,777 linear feet of existing timber bulkhead. A total of 1,379 linear feet of this total, located in three separate sections, will be replaced in-kind and in-place with 1,379 feet of new timber bulkhead. A total of 418 linear feet of the remaining portion of the existing timber bulkhead will be removed and replaced with 440 linear feet of new gabion wall and sill, including a return. The remaining 980 feet of the existing timber bulkhead will be replaced with 933 feet of gabion wall with a 20-foot return. A total of 990 cubic yards of fill will be utilized as backfill. Approximately 13,138 square feet of existing tidal marsh will be removed and approximately 8,518 square feet of area will be replanted with tidal marsh vegetation. A 50-foot-wide fiddler crab colony will be preserved. Four new drainage structures will be installed to attenuate stormwater effluent from four existing drainage areas. The applicant proposes to dredge a 22 foot by 35 foot area to 3 feet below mean low water resulting in 25 cubic yards of dredged material which will be added to 100 cubic yards of clean fill and placed on the upland. Construct 36 feet of vinyl bulkhead within 18 inches of existing bulkhead and 18 inches higher, remove 67 feet of bulkhead and replace with vinyl bulkhead 18 inches higher, reconstruct the boat ramp, wave break, pier and install a 4-pile boat lift, ramp and float. Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmentl Conservation Law (ECL) and the Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for the applicant's existing Cogeneration plant located at 1099 SUNY Campus, Stony Brook, New York. The facility operates a 40 megawatt cogeneration plant which supplies steam and electric power to facilities at the University of Stony Brook, including the University hospital. The facility has one General Electric LN6000 gas turbine and coen duct burner. Both units are capable of firing both natural gas and light distillate oil. The turbine has a maximum heat input of 460 mmbtu/hr. Combustion turbine exhaust gas is directed through a heat recovery steam generator (HRSG) equipped with Coen duct burners. Maximum heat input to the duct burners is 210 mmbtu/hr. The primary fuel is natural gas with No. 2 distillate oil as back up fuel in case of natural gas curtailment. The facility has continuous monitors to monitor NOx, O2 CO and opacity. The combustion turbine is equipped with water injection for NOx control. The duct burners are designed as Low NOx burners. The facility is not subject to the PSD requirements since the facility's NOx and CO emissions are capped to 250 tons per year. The facility is subject to the capping conditions as per 40 CFR Part 60 GG. The Application, Draft Permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicted. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
