Project Title: Bickford Windmill for supplemental private residential electricity

Project description: Structure over 40 feet in height: Construct a wind generator with a 92 foot tall by 4 inch diameter tube tower with guy wires to generate electricity for an existing, private residential use. The tower is proposed to be set back approximately 2,600 feet from Rainbow Lake Road with intervening forest. A “World Power Technologies” Whisper 1000" generator with 2 - 4.5 ft. long by 6 inch to 1.5 inch tapered blades would be 96.5 ft. above existing grade, at an elevation of 1881.5 feet mean sea level or approximately 25 feet above nearby trees. The “Whisper 1000" generator is a reactivation and amendment to project 99-208 which was withdrawn. The project is expected to reduce the use of a gas powered generator. The alternatives of additional solar panels and extension of electrical service were rejected.

Project Title: Joann Uhlinger

Project description: The project involves a three-lot subdivision of the 58.4± acre Moderate Intensity Use portion of the applicants 66.4± acre landholding; 8± acres is in an area designated as a Rural Use land use area. The subdivision proposed will result in a 1.86± acre vacant parcel to be conveyed to the adjoining landowner, Union Mills Cemetery, Inc., to allow for expansion of that use; a 1± acre vacant parcel to be sold as a residential building lot; and a 55.5± acre lot developed by a preexisting single family dwelling to be retained together with the adjoining 8± Rural Use portion. The single family dwelling to be located on the 1± acre lot will be served by a conventional absorption trench on-site wastewater treatment system. There are no wetlands, streams or ponds on the project site.

Notice of Acceptance of Final Generic EIS

Saratoga County - The Town of Malta Town Board, as lead agency, has accepted a final generic EIS on the proposed Town of Malta Comprehensive Plan. The Town of Malta’s Comprehensive Plan was last updated in 1987. The purpose of this project is to encourage a compatible pattern of new development and open spaces that meet the Town’s goals and objectives for the future. The project included an evaluation of the Town’s natural, built and cultural resources and an analysis of potential development based on existing zoning and as well as proposed land use densities.

Major elements of the proposed plan include: the creation of a Downtown; the identification of wetlands, heritage trail system, veiwsheds and other natural areas that should receive special consideration or protection; encouraging the extension of utilities in high density area while limiting the extension of utilities into low density areas; development of the New York State Energy Research Development Authority property; and recognition of the unique mixed use development opportunities in the Route 9 North and Route 9 south neighborhoods.

Potential impacts related to the proposed plan are primarily positive. The plan promotes a mix of high density and low density uses in various neighborhoods based on the resources of each neighborhood. As a result the plan promotes a balance of business development, residential development, community resources, recreational opportunities and open space.

Warren County - The Town of Queensbury Town Board, as lead agency, has accepted a final generic EIS on the proposed Veteran's Field Light Industrial Park. The action involves rezoning the properties to a "special" Light Industrial Veteran's Field designation, subdivision of the property into eight building lots, approval of model site plans, extension of water and sewer facilities, issuance of stormwater discharge permits, and creation of up to 500,000 sq. ft. of industrial facilities and associated site improvements. The project is located on Veteran's Road, south of Sherman Avenue, north of Luzerne Road, Town of Queensbury.
