Project Description: Lancaster Tank operates a coating line described in Table 1 of 6NYCRR Subpart 228.7 for the spraying of aboveground tanks with primer and enamel and underground storage tanks with polyurethane. To avoid the requirements of 6NYCRR228.7, in l996 Lancaster Tank was issued a permit that limited its potential to emit (PTE) volatile organic compounds (VOCs) to less than the applicability threshold of 10 tons per year(tpy). Lancaster Tank has now chosen to use compliant coatings throughout the facility in accordance with Subpart 228.7 with a maximum as applied VOC content of 3.5 lbs/gallons. In addition to this modification, Emission Point (EP)002 will be removed and Emission Point 003 will be renamed EP 00002. The emission of the A-rated contaminant, polymeric diphenylmethane diisocyanate, from EP 00002 due to the spraying of underground storage tanks with Corrocote Plus polyurethane coating is subject to the control requirements of 6NYCRR212.9(b). To comply with this, Lancaster Tank shall capture 99% of particulate emissions from EP 00002 with a two-stage filter, restrict the throughput of the spray gun used for the application of mixed (50% Part A + 50% Part B) polyurthane coating to 20 gallons per hour and limit the annual usage of Part A of Corrocote Plus to 7800 gallons. Emission Point 00001 emits B-rated contaminants which shall be controlled in accordance with 6NYCRR212.9(b) with particulate filters attaining 90% capture. The Department has prepared a draft Air State Facility permit with compliance monitoring conditions which is available for review at the Department's Region 9 office in Buffalo, New York. |

Project Description: As part of the Town of Wheatfield Southern Drainage System construction, it is proposed to install a series of open channels and culverts, beginning at Willow Lake Subdivision, east of Ward Road, with an outlet to the Niagara River under River Road. Two 36-inch diameter culverts will be installed across 117 linear feet of a finger of the TW-4 Wetland. Two other 36-inch diameter culverts in combination with a 42-inch diameter culvert will be installed across 360 linear feet of another finger of the TW-4 Wetland. The TW-4 Wetland is a Class I wetland. Approximately 625 linear feet of open channel with an 8 foot bottom width, a 35 foot by 50 foot settling basin, and portions of a siphon pipe system under three existing brine lines will be installed in the regulated 100 foot wide adjacent area of the TW-4 Wetland. The drainage system is to be located south of Homeyer Road. It will extend west from Ward Road across Witmer Road, through the TW-4 Wetland, and then will extend south to an existing outlet to the Niagara River under River Road. |
