Project Description: The Rochester Gas & Electric Corporation (RG&E) has applied to modify the Hazardous Waste Management Facility Permit for the Brooks Avenue facility. The facility currently receives solid and hazardous wastes from off site and on site RG&E operations only. The Department has made a tentative determination to approve the application which includes the request for the issuance of No Further Action determinations on Area of Concern (AOC) #1, a truck pump-out spill of PCB oil, and Solid Waste Management Unit (SWMU) #18, the former mercury drum storage area. RG&E has demonstrated they have met the corrective action requirements for AOC #1 and SWMU #18 through soil removal and confirmatory sampling. In addition, the Department proposes to add a new AOC, "Tank 104", to the permit, due to the observation of petroleum contamination during tank removal. This new designation will trigger corrective action requirements for this area. The proposed modified draft permit section and Statement of Basis are available for review and comment at the NYSDEC Region 8 Office in Avon and at the Rochester Public Library, 310 Arnett Boulevard, Rochester, N.Y. |
