Project Description: The Department has drafted a State Facility permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and has made a tentative determination to approve this permit for a modification at the General Electric Turbine Plant facility, located at 1 River Road, Schenectady, NY 12345, in Schenectady County. This facility, owned by General Electric Co. of Fairfield, CT, is engaged in the manufacture of steam turbines and generators, the testing of gas turbine combustor units, and research and development to support steam turbine generator manufacturing. The modification allows the facility to utilize number 2 fuel oil as a back-up fuel in two existing 8.4 million BTU per hour boilers to be constructed in Building 5 at the facility. Emissions from this modification, controlled in accordance with multiple State and Federal regulations, are to be discharged through one emission point and will result from two processes that have the boilers as sources. The control of emissions will result from periodic monitoring activities, permit limitations, the tracking of emissions with record keeping procedures to meet regulatory requirements, and the maintenance of records and the reporting of data to verify compliance. To avoid triggering Prevention of Significant Deterioration (PSD) requirements, the draft permit contains a cap on sulfur dioxide (SO2) emissions at the process level for the firing of the number 2 fuel oil in the boilers by imposing a maximum 0.5 percent by weight limit on the sulfur content of any fuel oil to be fired. Project Description: The department is proposing to modify the SPDES permit for this facility to discontinue the requirement to monitor the storm water effluent for the following parameters: Cadmium, Chromium, Copper, Lead, Manganese, Mercury, Nickel, Zinc, Iron, Aluminum, Ammonia and pH. Past monitoring reports indicate that these parameters have never been detected, are only rarely found or have never exceeded levels found in local groundwater. The requirement to monitor other parameters remains unchanged. |
