Project Title: CP Rail, Howard Siding Project

Project Description: The applicant proposes to construct a new 8,500 ft. long railroad siding adjacent to an existing railroad line in the Town of Westport, Essex County. The new siding will be located south of Naper Road and east of County Route 44. The new siding will be constructed within the railroad right-of-way on the east side of the existing line. It will begin about 800 ft. south of the railroad's intersection with Naper Road and will extend 8,500 ft. from that point. The proposed work will include the repair, extension and/or replacement of several culverts underneath the railroad, including one determined to be a historic structure. The work will involve the disturbance of a small amount of wetland area. The applicant proposes to mitigate the wetland disturbance by enlarging and enhancing an existing wetland within its right-of-way.

Project Description: Applicant proposes a new commercial use involving the construction and operation of a miniature golf course. The proposed development includes an 18-hole miniature golf course, a 320 square foot club house (office use only; no food service), 37-space parking lot, and installation of 10-15 courtesy boat docking slips intended for the temporary use of boaters wishing to use the golf course. The site will be served by an individual on-site water supply system and porta-johns. Proposed hours of operation are 9:00 a.m. to 10:00 p.m., seven days per week during summer months and 12 noon to 4:00 p.m. during spring and fall months.

Project Title: Holzhauer

Project Description: The applicant and the USDA Natural Resources Conservation Service propose to excavate and develop a wetland pond for waterfowl and other wildlife. The project will involve disturbance to 8,400 square feet of wetlands by the excavation of 3,900 cubic yards of material to create a small pond and to convert a wet meadow cover type wetland to an emergent marsh cover type wetland and the construction of a berm with a 36-inch diameter culvert to provide access by farm machinery to fields that are presently inaccessible. The project will result in no loss of wetland area. Wetlands will be fenced to preclude access by livestock. The intention is to enhance the existing wetland for waterfowl.


Notice of Acceptance of Final EIS
Essex County - The Adirondack Park Agency, as lead agency, has accepted a Final Environmental Impact Statement on the proposed process for the proposed revision of the Adirondack Park Agency rules and regulations incorporating proposed amendments to 9 NYCRR Subtitle Q - Parts 572, 573 and 588. The action involves (1) documentation of a public process and providing a mechanism for development and consideration of proposed revisions to Adirondack Park Agency regulations, and (2) proposed revisions to eleven priority sections of the regulations; specifically, 9 NYCRR Subtitle Q - Parts 572, 573, and 588.
