Project Description: The Department has made a tentative determination to approve the modification of the SPDES permit for an existing discharge to the Raquette River from the APC Paper of New York, Inc. paper mill located in the Town of Norfolk in St. Lawrence County. The company has increased production at the mill from 75 tons per day of paper to 125 tons per day. The company has submitted data to show that this existing wastewater treatment system at the site which treats existing SPDES permit #NY 0003042 can handle the increased production without exceeding the projected effluent limits on the modified SPDES permit. |
