Project Description: The Department has made a tentative determination to approve this application to modify a SPDES permit to divert 30,000 gallons per day (gpd) of treated sanitary wastewater from discharge to surface water (Mountain Brook, Class D) at the applicant's educational and hotel complex (Watchtower Educational Center & Hotel) for seasonal use in irrigating lawns, trees and shrubs. The proposed project was successfully pilot tested over a two-year period at the facility and will involve no new construction. The Watchtower Educational Center & Hotel is located on NYS Route 22, one mile south of NYS Route 311 in the Town of Patterson, Putnam County. A draft permit is available for inspection and comment at the regional office. |

The project is proposed in order to help alleviate flooding and erosion problems in the area. Project Description: The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Good Samaritan Hospital located in the town of Ramapo, Rockland County, New York. Regulated processes to be authorized under this permit consist of three (3) (3) 33.46mmBtu/hr boilers and ethylene oxide sterilizer. Each boiler primarily fires natural gas and are capable of firing No. 4 fuel oil. Applicable rules include: 6NYCRR Parts 200, 201, 202, 211, 212, 251, 225 and 227, and 40CFR82. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. The Application and Draft Permit are available for review at the Region 3 Office of the New York State Department of Environmental Conservation. |
