Project Description:

U S Gypsum Company has submitted an application for a Title V Facility Permit for its existing Gypsum Process Operations, part of U S Gypsum's Oakfield Plant located at 2844 Judge Road in the Town of Oakfield, Genesee County. The application also seeks an incremental increase in emission potential over previously permitted operations due to the replacement of a 30 million BTU per hour board kiln burner with a 34 million BTU per hour unit. This will increase potential emissions of carbon monoxide (CO) at the facility by 5.08 tons per year (about 5 percent), and potential emissions of oxides of nitrogen (NOx) by 1.18 tons per year (about 1 percent).

Gypsum Process Operations include emission points exhausting 12 combustion and 9 dust collector sources for gypsum ore rock crushing, screening, drying, handling, calcining, and storage, as well as wallboard production and drying. Also present are fugitive emissions from gypsum stockpiling, handling, and processing, and the operation of a refuse disposal landfill. Gypsum Process Operations meet the definition of a Major Source in 6 NYCRR Part 201-2.1(b)(21), and are subject to Part 201-6 requirements for a Title V Facility Permit due to potential emissions of CO, NOx, and particulates, in excess of 100 tons per year each.

U S Gypsum has applied for a separate Title V Facility Permit to cover Paper Mill Operations at the Oakfield Plant, which was described in a previous public notice dated October 6, 2000.

The application and draft Title V Facility Permit for Gypsum process Operations are available for review at the Region 8 NYSDEC office. If comments are received which raise significant issues or provide additional relevant information, the Department may modify the draft permit. In accordance with 6NYCRR Parts 621.5(d) and 201.6.4(c), the Administrator of the United States Environmental Protection Agency (EPA) has the authority to bar issuance of any Title V Facility permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the public comment period, EPA will have an additional 45 day period for review of the proposed permit, which is the draft permit with any changes due to issues raised by public comments. If EPA does not raise an objection the Department may then issue the Title V Facility Permit.

Project Description:

The Town of Mendon, as applicant, has enrolled in the Wetland Reserves Program (WRP), through which the Monroe County Natural Resource Conservation Services has developed a proposal to enhance an existing predominately wet meadow/emergent wetland area within NYS DEC regulated Freshwater Wetland MN-6 (Class II), in order to increase its value and attractiveness to waterfowl. The wetland habitat modification to this nearly monotypic wetland will be accomplished by constructing a low berm and irregularly-shaped wildlife potholes connected by level ditching. Spoil will be used to create mounds, and the excess will be trucked off-site. A variety of native and cool season grasses will be applied to enhance nesting habitat and to stabilize the spoil mounds. This project will be a permanent WRP easement, and will promote wetland habitat diversity to benefit not only waterfowl, but fur-bearers, and other wildlife. The applicant proposes the development of a new four lot residential subdivision, which will require grading, and other construction related activities in the adjacent area of NYS regulated wetland CL-13. The project site is on the west side of East Lake Road, +/-3900 ft. south of the Shore Drive intersection. The project plans have been drawn to minimize intrusion into the the adjacent area. There will be no direct loss of wetland from this construction, nor any significant, long term adverse impacts to wetland benefits and functions. The CL-13 wetland is currently bordered on all sides by County and local roads, residential development and a golf course.

The Hammondsport Central School District proposes to regrade and place earthen fill in a .02 acre portion of NYS regulated wetland HP-4 for the expansion of a soccer field. The project is in conjunction with other additions and alterations to the Central School athletic field complex at the Hammondsport Main Street School. Approximately .23 acres of wetland adjacent area will also affected by this construction. Intrusion into the wetland and adjacent area has been minimized to the extent practicable while still meeting the objectives of this development. The project site is on the east side of State Rt. 54A, approximately +/-1,000 ft. north of the Rt. 54 intersection.
