Project Description: The Department has proposed a Title V permit for the application that was received for Norbord Industries on Laurel Bank Avenue, Town of Deposit, Delaware County, owned by Norbord Industries, Inc. of Deposit, New York. The facility is an existing facility applying for an initial Title V permit. The facility produces medium density fiberboard used by the furniture industry as a core material. The facility includes boilers, presses, dryers, raw material handling sources and other miscellaneous sources. The applicant has agreed to permit conditions in order to demonstrate that the emissions from the facility meet regulatory requirements. In addition, the facility proposes to limit the emissions of particulates to less than 499,000 pounds per year on a twelve (12) month rolling average. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application and draft permit are available for inspection and comment at the Region 4 Office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |
