Project Description:

Applicant proposes to construct a 400, 000 sq ft Professional Office Complex. The total paved and roofed surfaces will cover approx. 16 acres of a 19 acre parcel at the Harriman Office Campus, Washington Ave, Albany, currently owned by the State of New York. The project will involve filling 0.39 acres of a 0.68 acre wetland at this site. In exchange for the Washington Ave parcel, the applicant will transfer to the State of New York, a 46.2 acre parcel that it owns on Rapp Road, in the Albany Pine Bush Preserve, and as mitigation for the 0.39 acres of fill, will create on this parcel 0.39 acres of wetland.

State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: CITY OF ALBANY
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Project Description:

The Department has proposed a Title V permit for the application that was received for Norbord Industries on Laurel Bank Avenue, Town of Deposit, Delaware County, owned by Norbord Industries, Inc. of Deposit, New York. The facility is an existing facility applying for an initial Title V permit. The facility produces medium density fiberboard used by the furniture industry as a core material. The facility includes boilers, presses, dryers, raw material handling sources and other miscellaneous sources. The applicant has agreed to permit conditions in order to demonstrate that the emissions from the facility meet regulatory requirements. In addition, the facility proposes to limit the emissions of particulates to less than 499,000 pounds per year on a twelve (12) month rolling average. The applicant will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application and draft permit are available for inspection and comment at the Region 4 Office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
