The Department has made a tentative determination to approve an application for modification of an existing permit to discharge 3.5 million gallons per day (30 day arithmetic mean) of treated sanitary wastewater to the Seneca River from the Village of Seneca Falls Wastewater Treatment Plant, located at Seneca Street in the Village of Seneca Falls. The Village proposes to accept leachate from the Seneca Meadows landfill. The Department approved the acceptance of leachate subject to the modification of the SPDES permit, the institution of control procedures, and a leachate discharge rate limit. of 54,000 gallons per day. The proposed changes to the permit include the addition of a pre-treatment mini-schedule, effluent limitations for iron, and action levels for chromium, copper, nickel, and zinc. In addition, based on the Water Quality Review Process, the Department included more stringent limits for ammonia, residual chlorine, pH, and iron, and incorporated seasonal effluent limits and monitoring. The draft permit is available for review and comment at the Region 8 Office in Avon.

The NYSDEC has received applications for Freshwater Wetlands, Water Quality Certification, Stormwater State Pollutant Discharge Elimination System and Request for Use of StateMaintained Flood Control Land for a proposed commercial development to include a Walmart store in the vicinity of Robert Dann Drive and Route 15. Site work will affect regulated wetland CN-2 . New regulated wetlands will be created adjacent to wetland CN-2. The flood storage impact will be mitigated by creating a new storage area for flood waters. The NYSDEC intends to issue permits that meet regulatory requirements.
