Project Description: The Department has drafted a permit for the air emissions from H&J Leather Finishers, Inc.'s new leather finishing facility. Leather finishing will be conducted at four surface coating stations that will be identified as emission unit FINISH. Each station will consist of a spray booth and a dryer, the spray booths will be equipped with a triple water wash curtain and dry baffles to control emissions. The facility will limit emissions of Volatile Organic Compounds (VOC) and Hazardous Air Pollutants (HAP) in order to cap out of the following regulatory requirements: Title V facility permit (6NYCRR Part 201-6), VOC RACT (6NYCRR Part 228) and future MACT standards applicable to major sources of air emissions. To avoid being classified as a major source H&J will cap emissions of VOC at less than 49.5 tons per year, HAP at less than 24.5 tons per year and individual HAP at less than 9.5 tons per year. These emissions will be calculated on a monthly basis and a 12 month rolling total.
