Project Description:

The Department has made a tentative determination to approve this application for a new permit (SPDES No. NY0258903) for a surface discharge of 24,000 gallons per day of treated sanitary wastewater into the West Branch of French Creek (Class C, Standard C) from the applicant's proposed Holiday Inn Express Hotel. The proposal includes the construction of 15,700 square foot, 87-room hotel; 34,430 square feet of paved parking and driveway; sanitary wastewater facility; grading and landscaping that includes an approximate 4,500 square foot area of the regulated 100 foot wide adjacent area of Freshwater Wetland SR-11. The proposal is located on Route 426 just north of

Interstate 86.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Mina Town Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Nov 17 2000.

Project Description:

The applicant proposes to place fill, geotextile fabric, drainage swales and rock riprap along 140 linear feet of Lake Ontario shoreline to protect a road and utilities from erosion. A seasonally-installed stairway to allow access to the lake will also be placed within the project area . The project is located north of Woodland Avenue and approximately 400 feet east of the Wilson-Newfane townline.
