The Department has drafted an initial permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility located at 253 East Main Street, Frankfort, NY 13340 which produced hand and edge tools. The facility consists of Emission Units 0-1WOOD, 0-3COAT, 2-COAT2 and 2-METAL. The emissions associated with the above referenced units are particulates and volatile organic compounds. In accordance with 6NYCRR Pa5rt 621.5 (d)(9) and 201.6.4(c), the Administrator of the Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the public comments period, the USEPA will be provided a proposed permit and will have an additional 45 day period for review. If USEPA does not raise any objection, the Department will issue the permit. The application and Draft Title V Facility permit are available in the Region 6 NYS DEC office in Watertown, New York.

State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

This permit includes federally enforceable conditions to limit hazardous air pollutants, triohloro ethylene considered to "cap" emissions below the applicable threshold level set forth in 6NYCRR Part 201-7.2(a).
