Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the W B McGuire Co, Inc. facility located at One Hudson Ave, Hudson, NY 12534, in Columbia County, owned by Overhead Door Corp of Dallas, TX. This facility is engaged in the fabrication of loading dock levelers (hydraulic ramps employed at loading docks), truck devices, loading dock seals, and industrial traffic doors. Emissions from this facility, controlled in accordance with multiple State and Federal regulations, are discharged through 3 emission points from sources which include the application of an adhesive to dock seals and 2 spray coating operations that apply an aqueous paint to metal parts. The control of source emissions will result from the use of compliant coatings and paper filters, daily and weekly monitoring activities, permit limitations, the tracking of emissions with record keeping procedures to meet regulatory requirements, and the maintenance of records and the reporting of data to verify compliance. The draft permit and application are available for public review at the Region 4 Office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. |

Project Description: The Department has received a Title V Application from the existing facility, Rensselaer Cogeneration, located at 39 Riverside Avenue, City of Rensselaer, Rensselaer County, New York, owned by Fulton Cogen Associates, LP, Coastal Tower 9 Greenway Plaza, Suite 1656, Houston, TX 77046. The facility is a cogeneration combined cycle plant, generating steam and electrical power utilizing a stationary gas turbine, a heat recovery steam generator with duct burners and a steam turbine generator. Steam is provided to the host facility (BASF) where it may be used as process steam or for heating. The electric power is sold to Niagara Mohawk. The net power output for the plant is 79MW. Emissions of sulfur dioxide, oxides of nitrogen, carbon monoxide and particulates are restricted by rule and practice to levels below the PSD thresholds for these contaminants. In accordance with 6NYCRR Parts 621.5(d) and 201-6.4(c), the Administrator or the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act or NYCRR Part 201.
