Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this application for the applicant's existing wood furniture coating operation. The draft Title V permit includes conditions which limit the facility's annual emissions below 10 tons of individual Hazardous Air Pollutants (HAP), 25 tons combined HAP, and 100 tons of Volatile Organic Compounds (VOC). These limits restrict the potential to emit these contaminants to a level which is below the applicability threshold for 6NYCRR Part 231-1 and 40 CFR Part 63, Subpart JJ. The facility is subject to the requirements of 6NYCRR Part 228. The Title V permit also incorporates an operational flexibility plan which allows the facility to utilize new coatings without incurring a permit modification. The department must be notified, in writing, at least 30 days in advance of using a new coating that will involve the emission of any air pollutant not previously authorized under the Title V permit. The facility must demonstrate compliance through record keeping and reporting.

In accordance with 6NYCRR Part 621.6(d)(9) the Administrator of USEPA has the authority to bar issuance of any Title V facility permit if it is determined to be not in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. DEC may schedule a hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments. The application, supporting materials and draft permit are available at the Region 1 office for review.

The facility is engaged in the manufacturing of pressure sensitive tapes and labels. The facility is primarily equipped with two coating lines, one hot melt coater, one hot melt mixer, one drum dispenser, two adhesive mix tanks and a solvent storage and mixing building. The controls are as follows: Each coating line is connected to a thermal oxidizer (two incinerators), a carbon filter for the hot melt coater, a cartridge filter and a carbon filter for the hot melt mixer, a cyclone and a bag filter for the enclosed buffer. All these activities are regulated processes to be authorized under this permit.
