Project Description: The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Title V of the Clean Air Act Amendments, and made a tentative decision to approve this permit for the applicant's existing paper coating facility, located at 720 Azon Road, Johnson City, NY. This facility consists of aqueous, solvent and film coated paper coating machines, dryers, mixing vessels, chemical (solvent) storage tanks and two thermal oxidizers for control of volatile organic compound (VOC) and hazardous air pollutant (HAP) emissions. Emissions from this facility are controlled in accordance with multiple State and Federal regulations. Additionally, the applicant has accepted existing permit conditions which limit (cap) the annual emissions of volatile organic compounds (VOCs) emitted from the no. 24 coating machine to below the applicability threshold of 6 NYCRR Part 231-2. The facility is required to keep records of VOC emissions and to report this data to prove that the facility remains below the applicability threshold of NYCRR part 231-2. In accordance with 6 NYCRR Parts 621.6(d)(9) and 201-6.1(c), the administrator of the EPA has authority to bar issuance of this permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.
