The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 400 gallons per day of treated sanitary waste to the Onesquethaw Creek.

The Department proposes to issue a Title V permit for the application that was received for L & B Products Corp. located at 99 South Third Street, City of Hudson, County of Columbia, owned by L & B Products Corp. of Hudson. The facility manufactures metal furniture and wood furniture. The facility includes woodworking processes, metal working processes, spray stain and paint coating booths, powder paint spray booths, curing ovens, drying oven, pyrolysis furnace, alkaline de-greasing bath, stripping tanks, upholstering, manually applied adhesive applications, and Brass and Chromium plating. The application and draft permit are available for review and comment at the NYS DEC Region 4 Office. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

The applicant proposes to construct an earthen dam, approximately 6 feet high by 300 feet long, to create a 1.6 acre pond containing approximately 2.5 million gallons of water to be used for emergency water management. The project is located on Walts Road, southwest of the intersection with Freybush Road in the Town of Minden, Montgomery County.

The Department proposes to issue a Title V permit for the application that was received for Bennington Paperboard Co. located at 11 Cottrell Road and Route 67, Town of North Hoosick, County of Rensselaer, owned by Bennington Paperboard Co. of North Hoosick, NY. The facility manufactures approximately 100 tons per year of paperboard from 100% recycled paper, cardboard and paper products. The facility includes a 56.3 MMBTU boiler, pulping machines, steam drying cans, degreasers, emergency generator and a fuel tank. The facility manufactures a variety of polytetrafluoroethylene(PTFE) film products including extruded tapes, pressure sensitive adhesive tapes and thread seal tapes. The facility includes extrusion and coating lines. Control equipment includes a tthermal oxidizer and a catalytic oxidizer. The application and draft permit are available for inspection and comment at the NYS DEC Region 4 Office.
