The NYS DEC has made a tentative determination to approve an application for a permit to discharge treated storm and wash water from a vehicle maintenance garage at the Wappingers Junior High School Bus Garage maintenance facility located at 90 Remsen Ave. into a ditch which discharges into Wappingers Creek. A draft permit has been prepared and is available for review.

The applicant proposes to fill approximately 1-1/2 acres of federal jurisdictional wetlands adjacent to the existing Stewart Airport runways in order to construct a jet hangar and support facilities. As mitigation for this fill, an equal area of emergent plant species wetlands will be created on the west side of New Road on Airport land recently deeded over to DEC and affecting the adjacent area of Freshwater Wetland MB-7. A detailed stormwater pollution prevention plan has been prepared. The location of the hangar is on the south side of Route 17-K approximately 1/3 of a mile west of the intersection with Fletcher Drive.

     SPDES Number: NY 024 8032

The applicant proposes to remove deposits of gravel, sand and silt from two locations along Naurashaun Brook (Class: C(T)) totalling approximately 170 linear feet and place rock rip-rap along approximately 150 feet of eroding streambank for the stated purpose of restoring the stream channel to conditions before Tropical Storm Floyd, and to prevent further erosion into adjacent residential properties. The location is just south of the Town line with Clarkstown

The applicant proposes pile driving and the construction of concrete supports within freshwater wetland TH-16 associated with the installation of two additional 275 foot tall radio transmission towers at the site of W.R.K.L. Radio Station. The project involves less than 25 cubic yards of fill within the wetland. There will be a seasonally mown footpath (no fill involved) approximately six feet wide to access the tower bases. Also proposed within the 100 foot adjacent area of the wetland is the relocation of a satellite dish and the reconfiguration of parking spaces. The project is located on the south side of Route 202, 1600 feet east of Camp Hill Road and west of the Mount Ivy Swamp.

United Water New York proposes to add a new well (Viola Well No. 106) to its existing supply system. This well is located east of Almhouse Road across from the Rockland Community College facility and near an existing Well No. 28 operated by United Water. Viola Well No. 106 has been drilled to a depth of 440 feet and is proposed to provide up to one million gallons per day based upon pump test results.

This permit involves the surface discharge of 1,890 gallons per day of treated sanitary waste to the Swarte Kill Trib.

The applicant requests that the existing SPDES permit for Indian Point Unit No. 3, located in the Village of Buchanan, be modified to authorize the discharge of stormwater runoff collected within a secondary containment structure associated with chemical bulk storage transfer station operations. The discharge of the collected stormwater will be through an existing outfall into the Hudson River. A draft SPDES modification, which includes effluent limitations and monitoring requirements, has been prepared and is available for review. Operating permits will be transferred to Entergy Nuclear Indian Point 3, LLC when the sale of the Indian Point Unit 3 is finalized.
