Negative Declaration

Madison County - The Madison County Industrial Development Agency, as lead agency, has determined that the proposed Dielectric Laboratories, Inc. Project will not have a significant adverse impact on the environment. The action involves the acquisition of a leasehold interest in an approximately 1.377 acre parcel of land comprising a portio of a larger approximately 18 acre parcel of land located at 2777 NYS Route 20 East in the Town of Nelson.

Madison County - The Town of Fenner Town Board, as lead agency, has determined that the proposed Fenner Windpower Project will not have a significant adverse environmental impact. The project involves the adoption of revisions to the Town of Fenner Land Use Local Law consistent with the Town Comprehensive Plan pursuant to the authority and provisions of Article 16 of the Town Law. The project is located on approximately 1,584 acres included in new zoning district bounded by Town line on the north to just south of East Road on the south.

Onondaga County - The Onondaga County Department of Parks and Recreation, as lead agency, has determined that the proposed Hopkins Road Park Lighted Baseball and Softball Field will not have a significant adverse impact on the environment. The action involves the construction of a lighted baseball field and lighted softball field at Griffin Field. Work includes clearing, grubbing, grading and drainage improvements, fencing, lighting, access road parking and walkway. The project is located at Hopkins Road Park, Hopkins Road, Liverpool.

Onondaga County - The Onondaga County Department of Parks and Recreation, as lead agency, has determined that the proposed Highland Forest Visitor Center will not have a significant adverse impact on the environment. The action involves the demolition of the Skyline Reserved Area Shelter and construction of a year round lodge and park office facility on the site complete with access road, parking for approximately 200 cars, a septic disposal system, and connecting trail to the existing park trail system: Demolition of the Community House reserved and ski warming building and reuse of some material from the building on the new year round Skyline Lodge. The project is located at Highland Forest, Highlnad Forest Park Road, Fabius.

Onondaga County - The Onondaga County Department of Parks and Recreation, as lead agency, has determined that the proposed Carpenters Brook Fish Hatchery Improvements will not have a significant adverse impact on the environment. The action involves the development of a supplemental well water supply system: Repairing and resurfacing fish holding ponds: Installation of fish effluent control and treatment facilities: Replacement of fish rearing tanks: Installation of an oxygen aeration system and an automatic monitoring system for hatchery equipment and conditions. Funds permitting a garage and outdoor sports facility will also be developed. The project is located at Carpenters Brook Fish Hatchery, Route 321, Elbridge.

Onondaga County - The Onondaga County Department of Parks and Recreation, as lead agency, has determined that the proposed Rosamond Gifford Zoo at Burnet Park Conservation Center will not have a significant adverse impact on the environment. The action involves additions to the zoo main building in 3 locations. One addition is to the staff parking area, the second addition occurs outside the existing exhibit artist rooms and adjacent staff offices. The third addition will be combined with the existing lobby (which will be reconstructed). The project also incorporates site work to include a new entrance courtyard and reconfiguration of existing parking areas all to accommodate the space requirements of the addition. The project is located at the Rosamond Gifford Zoo at Burnet park, One Conservation Place, Syracuse.

Onondaga County - The Onondaga County Department of Parks and Recreation, as lead agency, has determined that the proposed Onondaga Lake Park Griffin Area Waterfront Improvements will not have a significant adverse impact on the environment. The action involves repairs to Griffin Fieldhouse and utility infrastructure. Removal of some sections of Griffin Field wall, replacement of some sections with fence, rehabilitation of remaining sections; Repair of stonework at the Wedding Bridge and adjacent pond walls: Repair of the Jesuit Well and Gale Well stonework; Repair of Saw Mill Creek and Bloody Brook headwalls and Salt Museum stairs stonework; Repaving of the Willow Bay and Salt Museum parking lots; Relocation of the Griffin Field parking area and access road; Construction of a skate board park, court games and a storage building; Elmination of a basefall field and a softball field: Relocation of 2 ballfields: Construction of a trail from the Salt Museum to Bloody Brook. The project is located at Onondaga Lake Park, Onondaga Lake Parkway, Village of Liverpool, Town of Salina, Onondaga County.
