Project Description:

The Deferiet Paper Company facility, located in Deferiet, New York, is accepting permit conditions on seven emission units which will limit the potential to emit (PTE) of volatile organic compounds (VOC) from the groundwood pulp production process. The PTE will be limited by placing restrictions on groundwood production at various stages in the production process. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits. These modifications are being proposed by the applicant for the purpose of restricting the PTE of VOC from these emission units, through federally enforceable conditions or limits. The applicant has accepted production limits that will maintain VOC emissions below the major source applicability thresholds for New Source Review in Non-attainment Areas and Ozone Transport Regions (6 NYCRR Part 231-2), and Prevention of Significant Deterioration (40 CFR Part 52.21). These restrictions also make the current operating practices, of these emission units, equivalent to Reasonably Available Control Technology (RACT) for VOC emissions, as specified in 6 NYCRR Part 212.10. By accepting these state and federally enforceable permit conditions these emission units will meet the VOC RACT requirements of 6 NYCRR Part 212.10. The emission units will be subject to all other applicable sections of 6 NYCRR Part 212. A draft permit is available for inspection at the DEC Region 6 office which is located at 317 Washington Street, Watertown, New York 13601. Project Description:

The Department has drafted an initial permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility located at 1526 Lincoln Avenue, Utica, NY 13502 which produces metal fabrication and coating products. The facility consists of Emission Units 1-CLN01, 1-COAT1, 1-PLATE and 1-BDIP1. The emissions associated with the above referenced units are volatile organic compounds, particulates, hazardous air pollutants and chromium, mact standards.

In accordance with 6NYCRR Part 621.5(d)(9) and 201-6.4(c), the Administrator of the Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the public comment period, the USEPA will be provided the proposed permit and will have an additional 45 day period for review. If USEPA does not raise any objection, the Department will issue the permit. The application and Draft Title V Facility permit are available in the Region 6 NYS DEC office in Watertown, NY.
