SECOND NOTICE WITH ADDITIONAL INFORMATION - The Department has prepared a Draft Permit and made a tentative determination to approve this application for an existing facility, Ulano Corp., located at 280 Bergen Street, Brooklyn 11217. This facility operates a specialty coating operation. The products are sensitized films used in the graphic arts and screen printing industry. The facility is subject to the requirements of Title V and 6NYCRR Parts 225 and 228 and is capped from 6NYCRR Part 227 Reasonably Available Control Technology (NOX RACT). The Application, Draft Permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing Notices will contain instructions on filing for party status and submitting comments. Certification reports submitted by the facility are also available for review. In accordance with 6NYCRR Parts 621.5(d)(9) and 201.6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCXRR Part 201.

SEQR Lead Agency: None Designated

The New York Psychiatric Institute, located at 722 W. 168 St., New York, is a 55-bed state-owned psychiatric hospital and research center. This facility operates boilers which supply steam for the space heating of the building and is proposing the addition of a second building which has been under construction since 1996. The facility is capping out of 6NYCRR 231-2 (New Source Review) by limiting the amount of No. 2 fuel oil combusted or not more than 2,250,000 gallons per year.
