| Notice of Acceptance of Draft EIS |
Saratoga County - The Town Board of the Town of Malta, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Town of Malta Comprehensive Plan. Written comments on the Draft EIS will be accepted until October 20, 2000. The action involves the Town of Malta's Comprehensive Plan was last updated in 1987. The purpose of this project is to encourage a compatible pattern of new development and open spaces that meet the Town's goals and objectives for the future. The project included an evaluation of the Town's natural, built and cultural resources and an analysis of potential development based on existing zoning, as well as proposed land use densities.
Major elements of the proposed plan include: the creation of a downtown; the identification of wetlands, heritage trail system, view sheds and other natural areas that should receive special consideration or protection; encouraging the extension of utilities in high density area while limiting the extension of utilities into low density areas; development of the New York State Energy Research Development Authority property; and recognition of the unique mixed use development opportunities in the Route 9 North and Route 9 south neighborhoods.
Potential impacts related to the proposed plan are primarily positive. The plan promotes a mix of high density and low density uses in various neighborhoods based on the resources of each neighborhood. As a result, the plan promotes a balance of business development, residential development, community resources, recreational opportunities and open space. The project is located in the Town of Malta.
